That is one way to look at it. but it is more likely that they have interviewed for captain dozens of times before and could not make the cut or they tried to escape to an another agency thinking they had something to offer and no one else was crazy enough to take them.

they may be impressed with the title but not they pay. They all make more money as deputies.

I know several that never interviewed for capt. Why would any sane person want 5X the hassle with 10% more money? The math doesn't work. When you add up the increased hours it comes to 48.332 cents an hour.

Captainsand lts get overtime/comp time though which is nice. We have a lt who comes out in cases all the time to bank hours and dissappear for days at a time to "burn comp hours"

There is no overtime for anyone. I don't know what office you are referring to but I don't know of a single LT that can get more than 160.
