    RE: A RESOLUTION OF THE CITY OF MARGATE, FLORIDA APPROVING A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE FEDERAL BUREAU OF INVESTIGATION SOUTH FLORIDA VIOLENT CRIME/FUGITIVE TASK FORCE.

    BACKGKROUND:
    This is a renewal of a Memorandum of Understanding with the F.B.I. to delineate the responsibilities of South Florida Violent Crime/Fugitive Safe Streets Task Force (SFVC/FSSTF) participants, maximize inter-agency cooperation and formalizing relations between the participating agencies for policy guidance, planning, training, public and media relations. The SFVC/FSSTF will enhance the effectiveness of federal/state/local law enforcement resources through a well-coordinated initiative seeking the most effective investigative/prosecutive avenues by which to convict and incarcerate dangerous offenders, specifically robbery subjects.
    FISCAL IMPACT: N/A
    RECOMMENDATION: I am respectfully requesting that the Mayor and City Manager be authorized to sign this Memorandum of Understanding as an indication of support towards this collaborate effort.
    CONTACT PERSON: Dana E. Watson, Chief of PoliceCITY OF MARGATE, FLORIDA RESOLUTION NO.__________ A RESOLUTION OF THE CITY OF MARGATE, FLORIDA, APPROVING RENEWAL OF A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE FEDERAL BUREAU OF INVESTIGATION SOUTH FLORIDA VIOLENT CRIME FUGITIVE/TASK FORCE; AND AUTHORIZING ADMINISTRATION TO RENEW THE MOU UNDER THE SAME TERMS WITHOUT FURTHER COMMISSION ACTION. ____________________________________________
    BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MARGATE, FLORIDA: SECTION 1: That the City Commission of the City of Margate, Florida, hereby approves the Memorandum of Understanding with the Federal Bureau of Investigation South Florida Violent Crime/Fugitive Task Force to delineate the responsibilities of South Florida Violent Crime / Fugitive Safe Streets Task Force (SFVC/FSSTF) participants, maximize interagency cooperation, and formalize relationships between the participating agencies for policy guidance, planning, training, public and media relations.
    SECTION 2: That the Mayor, City Manager and Police Chief are hereby authorized to sign the above Memorandum of Understanding.
    SECTION 3: That the administration is authorized to renew this MOU under the same terms without further Commission action. SECTION 4: That this Resolution shall become effective immediately upon its passage.

    "Authority for the FBI to enter into this agreement can be found at Title 28, United States Code (U.S.C.), Section (SS) 533; 42 U.S.C SS 3771; Title 28, Code of Federal Regulations (C.F.F.), SS 0.85; and applicable United States Attorney General’s Guidelines".

    Definition of above:

    "The Attorney General may appoint officials - (1) to detect and prosecute crimes against the United States; (2) to assist in the protection of the person of the President; and (!1) (3) to assist in the protection of the person of the Attorney General.(!2) (4) to conduct such other investigations regarding official matters under the control of the Department of Justice and the Department of State as may be directed by the Attorney General. This section does not limit the authority of departments and agencies to investigate crimes against the United States when investigative jurisdiction has been assigned by law to such departments and agencies".
