I'm surprised to hear the City Manager is being labeled as incompetent and unqualified, someone stated not too long ago that he was very smart...and someone from PSCU stated that Tear volunteered to take over PSCU after the incident involving the photos of the employees sleeping since Tear just started working with the City he wanted to run with the big boys to get brownie points and again this is coming from someone in PSCU I was under the impression that the City Manager just put him in charge of PSCU but that's not the case. Chief Oates needs to step up and get control over PSCU that was suppose to be his number one priority.

The Manager has never been the head of any Department. He was a County Commissioner for years and a City Attorney in the Keys and Doral zzzzzzzzzzz.If anyone did a background on Tear you would see quite clearly that he does not have the expierience that his Resumè says he does.

Not sure of his background but as previously stated he is in charge of hiring for PSCU not HR, I'm surprised the union has not said anything to the City Manager regarding the unfilled positions....It's funny how you pay union dues but where is the union when you need them to stand up
