My guess is you'll see the amount of traffic stops conducted fall drastically since the new policy is being put into place.

April 2, 2015: "Pedestrians, bicyclists and motorists who break traffic laws are more likely to receive tickets as part of a surge in enforcement by St. Petersburg police. Since December, officers have stopped violators and given them educational materials about rules of the road, but starting this week officers will begin issuing tickets."

PROBLEM: Roaming predators wear all-black clothing and ride unlighted bikes when they case the city for criminal opportunities.
SOLUTION (?!): From December 2014 through March 2015 police have handed out 571 free bicycle lights. Bwahahahaha!

Correctomundo. Chief Holloway's new race-based policing model is based on the Justice Dept report that "African-American Ferguson residents may have felt like they were being used as the city's personal ATM, by the way the police department hit them with traffic fines." (Subsequently, residents have been urged to charge police officers with racism for all traffic stops.)
Chief Fix-It deviated from the Ferguson model in one aspect, however -->
In Ferguson MO, a white clerk was fired for fixing traffic tickets for her friends.

In St. Petersburg, a black clerk was . . .

Kurt ^ the judge has been rated "bad" with poor knowledge of the law and the reporter has since been relegated to writing a fashion blog.

Kurt Donley, here's what I think. You were Kameel's story source, doing your part to enable one of the South side's major revenue streams.
"Emanuel Bell has past convictions for obstruction and drug possession"

First off Whites use and sell drugs at about the same % as Blacks so it's a major revenue stream on both sides of Central. Just because you only enforce drug laws in the Black community doesn't mean Whites are Angels, it means they can operate in plain sight with impunity...
You actually are doing your part to enable that stream.
By mandating there be a Black market for drugs in a capitalist society every time you arrest a corner boy you make a job opening for a new one to join the trade. If the market doesn't expand to keep up with the new dealers and the ones returning from their slap on the wrists you have territory violence.
Thanks for that, who would want to live safely anyways?
I realize the drug war equates to job security for law enforcement, but despite the best efforts of police unions and associations...the drug war is on it's last chapter. Get over it, you have to be certifiably insane if you thing you can arrest your way to victory.
Job security seems to be a pretty selfish excuse to destroy so many lives. Why is that you wait till you retire to join LEAP and speak out? Seems cowardly to me. Drug addiction is a healthcare problem, your financial interests are what is keeping it a criminal justice problem.

WOW, thanks for pointing out the RobeProbe site, that's cool. So a couple racist cops don't like a black judge, should I pretend to be surprised?
His logic was sound on the decision in question, so that's all I have to judge him by.
Someone brought up profiling as a legitimate tool, it is, or at least can be. I'm gonna give you a couple of profiling tips: If a person uses the term "reverse racism", "race baiter" or "race card" they are a racist who is cowardly peeing themselves because they are afraid they are going to lose their false sense of superiority, nor be able to get away with acting out on their hate for people different than themselves.
If you use those terms you have simultaneously lost your argument and came out of the close as a racist.
If you tolerate those terms or actions by your colleagues you are a coward.
To that end you have a surprise coming in about two weeks that will fix that problem. stay tuned...
