Predictive policing software only uses this data: Crime Type, Location and Time. in order to determine the time to station a car in a 500yd box to disrupt a future crime. 20% reduction in property crimes are typical results of the system. http://www.predpol.com/.
The more cars that are available to be in these boxes, the more crime is disrupted. The more cars engaged in proactive policing, the less that are available for the boxes or responding to calls.
Does proactive policing work, hell yes. But at what cost? Does it catch people that committed some sort of offense; yes, but it doesn't prioritize resources on violent and property crime, predictive policing does.
We are ALL or were once criminals, you, me, ALL of us. I would venture a guess that the majority of police have arrested someone for something they themselves have done (DUI, under age drinking-smoking, cannabis, fighting, tax avoidance, etc...) It doesn't make them hypocrites, its simply their job.
PD is very much an ends justify the means kind of profession, who wouldn't testi-lie, withhold or manufacture evidence or skirt some rights to ensure a really bad person gets punished? Probably very few if any. Who would blame you if it meant keeping a rapist, murderer or some armed person who breaks into homes off the street? Nobody.
We all get that Law Enforcement's job is where reality's rubber hits the road, I don't think someone needs to have their career ruined if during a split second someone makes what turned out to be a horrible mistake, but covering it up, creating a culture or process that increases the likelihood of those bad outcomes, that's problematic.
Bottom Line: Proactive policing paints all citizens with a broad brush: possible or likely criminals, elsewise you wouldn't have wasted your time pulling them over for a tic tac foul. It also paints PD with a broad brush: possible or likely racists or well armed tax collectors. Either way if anyone thinks it is working and has solved the problem, they need pee test. If something isn't really working, why not, not be insane and try something else?

Kurt continuing to slander the police and Holloway keeps giving the guy what he wants. Race stats for traffic stops that will be used against us later this year, convoluted juvenile diversion program that will lead to discipline for not following up weeks later and now Predictive Policing boxes coming soon...

In a land far, far away, there once was this little place called "Detroit".
It was a bit like St Pete. They had a problem: Teenage thugs were jumping
women and beating them up to take their purses. In 1971 The Police formed
waht they called "STRESS". Stop The Robberies Enjoy Safe Streets. This program
lasted until '74. It consisted of male detectives being made up to look like women
and trolling for muggers. This resulted hundreds of arrests, 36 bad guys being
shot (22 fatal) and the streets were safe to a point that nobody would even
think of trying to mug someone in Detroit. Then the urban leaders screamed that
it was unfair what the big bad militant Po-po was up to and The new Mayor shut
the STRESS program down. One thing was clear: The citizens did not want safe
streets.
St Petersburg, 2015: The citizens DO NOT WANT SAFE STREETS.
DO your job and go home alive, f*$$*ck them! Let them kill one another,
just make it to retirement in one piece!

advises moderation over extremism, or maybe Jane just has good sense. Jane is roundly admired for police professionalism, more so because she's not on the wingnut bandwagon.
Holloway's the flag carrier for extremists from the radical gay/radical black cartel. Net effect: the rest of the population thinks he uses his authority to oppress everyone else and nullify honest policing. They want safe streets but they're afraid to speak out because of what and whom Holloway represents. Heterophobic, racist anti-police backers feed his blind ambition and cover up his inadequacies for the job. Very unprofessional. He should take Jane's advice: "Do your job and treat people with dignity and respect." ALL PEOPLE. The track he's on, he'll go down as the worst and most feared SPPD chief in history.
In case you're wondering, SPPD only has 1 officer who flies the rainbow flag to further his career. Whenever he gets caught underperforming he raises a fat I LOVE HOLLOWAY banner.

The race after traffic stops thing is pretty dumb...Love the chief but some of the changes are making me scratch my head and wonder if he is truly making some of the decisions here or if it's coming from some moron that isn't trying to move forward at all...
I guess polling the troops is out of the question when it comes to change, but if he wants to be a coin-flip kind of guy, it'll catch up to him in the future (assuming he stays here for a while).
