FEDS have low lives like that on the payroll that do much much worse - google it thousands of articles exist - informants commit murder, rape, extortion and walk.

If I were to guess how many innocent people are incarcerated because of bad policy on CI programs it would be in the thousands or more easily. nobody will do those stats cause it would unwind big time.

FDLE has the same problem, CIs on the payroll that don't even show as registered that commit heinous crimes every day.
