Ok everyone here is the DAMN TRUTH.
Using mugshots at SNIPER PRACTICE at the range in hindsight is WRONG. Everyone now realizes this and the practice has been stopped forever at this agency.
The chief and others made some mistakes on how they handled the situation and are aware of it.

The way this council handled this situation was a perfect example of POOR LEADERSHIP, and how inadequate they are to lead. They played into the hands of a small minority of agitators and completely botched the whole thing and looked like a bunch of bumbling idiots in dealing with these nut cases. They were manhandled by a small group of nut cases who took away from the actual concerns the community had. Kind of like what Al Sharpton does.

As for the race issue and the grandstanding by the biggest ass clown this city has ever seen in the likes of Mr. Frantz Pierre.
The targets that day were picked and shot at by the sniper team leader who is a BLACK MALE. He happens to be also a decorated combat veteran that served his country and now his community. Mr. Frantz Pierre who was so offended for POLITICAL REASONS, may have not known or failed to mention to the crowd that the BLACK MALE who shot at the targets and picked them that specific day was not only a BLACK MALE but he was also a HAITIAN AMERICAN.
How about that FRANTZY ?????instead he chose to insight the crowd using the old I can't breath or hands up BS bandwagon. That is what I call great leadership. You may have appeased the 15 agitators who do not even reside in our city but your true colors, leadership skills, and inadequacy in leadership shined through for ALL to see.

Snipers shoot at actual photos to improve their facial recognition skills so they don't shoot the wrong person and there was no malicious intent shooting at 15 year old mug shots that are public record.

I understand the woman being offended at the sight of her brother's picture, but that does not make it wrong. The officers were just trying to train as best they could and they were not trying to deliberately offend anyone or hurt anyone else's feelings. They just need to take the photos with them next time and get rid of them at the station.

We need our snipers to shoot the right people, not the wrong people. That is what matters most!
