From what I have seen in S. Florida when you vote for Cubans or 'Blacks", REGARDLESS of party.

You are subscribing to zero political and zero police standards.

Is Larry Perez still on Motors; escorting the departed while skillfully holding a turd-like cigar in his mouth?

Pensacola has the most corrupt cops , They arrest you for breathing. They have arrested to many businesses for no reason just to get a search warrant to there businesses and there homes to steal all there money, gold and anything valuable. when they go to court the cops will show 10% of what they took .The cops in Pensacola have targeted the tourist because they know that they have money, They come to Pensacola on vacation and they leave on probation .

Still, that does not beat Sweetwater having a sergeant who was an enforcer for a major drug trafficker in the 80's. This POS used to rob other dealers of their kilos WHILE IN UNIFORM. Unlike MPD this corrupt administration has no problem with this. Which is why SPD will never be respected among other agencies.

I am watching from the outside....I am a firm believer that the agency is going in the right direction regardless of who is running it or what skeletons they might or might not have or even what roll everyone has.

Either the agency changes with time or time will force a change. you guys need to negotiate via the contract lateral movement and pay increments that reflect training. The Contract is your opportunity to create structure as well as pay. Sgts. & Lts. should be civil service or any officer in those positions must be god fathered into civil service after a two year span with a vote by the C.B.A. members if he is not voted in administration has to demote him and replace him. learn to play nice dont be a d ick.... look at herrera he would have been demoted a long time ago.... dont think for one minute that the administration may feel as you feel frustrated with some decisions they made about promotions ....they have to save face.....this gives everyone an opportunity. Modify the contract it belongs to you.

Lateral movement will secure one day an opportunity for a rank and file officer to become top cop or at least secure top level management. you also need to include middle level management into the P.B.A. with a C.B.A.

Instead of getting rid of the cop with a history of drug trafficking they promote the girlie-voiced SOB. An unusual way of cleaning up.

The general rule is: where you have a Menocal you have corruption. It's that simple.
