Master plan for take home police cars. Micco contracts with a city who has their own police force and take home cars (Like Coral Springs, Pembroke Pines, Hialeah etc.) and for a fee be allowed to pick out their best auction cars and develop a fleet of police units with about 80-100k miles. Then replace as needed. Initial cost of implementing a take home car program is always the largest cost. Police officers will have to bite the bullet and drive an older car for a year or two until their car gets replaced. No-one should mind because at least they have a take home. This is how NMB police initially got their take homes. They contracted with FHP.
