Remember the name, Michael Jerome Jones, DOB: 06/18/1960. This habitual and violent offender has been ticketed several counties for driving without a license.
Recently he was stopped in Darlington and Williamsburg Counties for driving without a license. Each time he was charged as a 1st time offender, even though he has a long and violent history and has served time three states.

Even though he has pending charges for possessing more than 20 weapons by a convicted felon, he was let go on bond and was stopped in Darlington County by a trooper, who arrested him on the DWL charge. Apparently the trooper didn't think to do a national check, so he was let go on bond again.

He was pulled over by another trooper on Dec. 5, while coming from a court appearance in Darlington on the DWL, and was allowed to go on his way.

Who is at fault here; the troopers or the prosecutors? Just look at his record, which does reflect the 14 trips to state prisons:
