    It's official, formal counciling, the reason= who told him from the cp to do it, don't want to create trouble for that guy?
    If the officer was "ordered" to follow an obviously wrong directive, then he should not have been "informally counseled." But what about the supervisor, lieutenant or higher command officer who issued the order, what corrective action did such persons get?

    Who gave he order? Who contacted MDPD and who from MDPD contacted the CP and who then gave the poor street guy the order???
