An investigation by the State Attorney's Office has revealed that during the past seven years as many as 10 Lakeland police employees had sexual contact with a city employee.
The report says there was an "extraordinary amount of sexual conduct that was committed on-duty and off-duty."

Five of the officers were supervisors or ranked members of the department, the report says.
"Had these members of your department been more focused on the important responsibilities of law enforcement, rather than pursuing sexual encounters with a civilian analyst, the LPD might not be in the condition it is today," State Attorney Jerry Hill wrote to Chief Lisa Womack.
The report details the claims made by a civilian analyst who said she had sexual contact with several members of the police department, some of which were unwelcome and against her will.
The report also includes the admissions of some law enforcement officers:
-Rawn Haynes, a former LPD officer, admitted to showing his penis to the analyst inside her office.
-Lt. Al Wilson admitted to touching the analyst over her clothing between her legs while on-duty.
-Officer George Vidal said the analyst straddled him and they attempted to have sex while at work.
-Lakeland firefighter David Bivens said he had sex with the analyst twice at the Lakeland Fire Department and in her vehicle after an officer's funeral. Bivens does not remember if he was on duty.
-Capt. John Thomason said he took a photo of his penis to show the analyst at the Lakeland Police Department.
The analyst said she had sex with officers in city buildings and city-owned vehicles, and the state attorney's report said her accounts were validated through admissions of others.
"Some acts would have been criminal in nature if timely reported and investigated," the report says.
The city of Lakeland said it is conducting an internal investigation.
"The conduct alleged is an embarrassment to all and the city of Lakeland as a whole," said Chief Womack.
City officials stressed their high level of disappointment Wednesday and pledged its investigation has much work to do.
"I am both saddened and surprised that these people are supervisors and leaders in this matter," city manager Douglas Thomas.
Three officers, Sgt. Bryan McNabb, Sgt. Rusty Longaberger and Sgt. David Woolverton, are accused of providing false testimony.
Thomason, Lonaberger, Woolverton and Bivens have been put on administrative leave.
Wilson and McNabb have been placed on "modified assignment."
