    I think it is the PBA's job to keep the lines of communication open with management. I will say that Director Jones and her staff were very helpful with securing the raises, special compensatory leave and additional overtime monies. Good things happen when we can communicate and work together.

    The Governor has until the end of this week to act. He is heading on a trade mission so he is likely to do something tomorrow before he leaves or he can wait until Friday once he returns.

    I will let you know as soon as something happens.

    Governor Rick Scott has approved the budget.

    2013-2014 Pay Raise for PBA Units:

    Effective July 1, 2013, the state will fund a 3% increase for State Law Enforcement Officers, Florida Highway Patrol, and FDLE Special Agents with less than 5 years of service and a 5% increase for officers with 5 or more years of services. This is on top of the across the board pay raise (see below).

    2013 -20124 Pay Raise for all state employees:

    Effective October 1, 2013, the state will fund an across the board $1,400 raise for all state employees making less than $40,000 a year. Those employees earning $40,000 or more a year will get a $1,000 across the board pay raise.

    The budget proposal also has a $600 merit bonus pay for up to 35 percent of each agency.

    Special Compensatory Leave for PBA Bargaining Units:

    Employees shall have 60 calendar days to use earned special compensatory leave.

    The supervisor shall schedule the employee to use the special compensatory leave, if the employee fails to use the leave during the 60 day period.

    Employees employed after July 1, 2013, are permitted to accumulate a maximum of 240 hours of special compensatory leave credits, notwithstanding any additional hours worked on a holiday, during the established work week containing a holiday. The provision shall not apply to credit earned due to closure of a facility under an Executive Order during emergency conditions.

    Employees with a special compensatory leave balance greater than 240 hours are required to use a minimum of 120 hours of special compensatory leave each calendar year or the amount necessary to reduce the special compensatory leave balance to 240, whichever is less, prior to using annual leave, except if the failure to grant annual leave will result in its conversion to sick leave.

    2013-2014 $2 Million Increase to Overtime Funding:
    The Highway Patrol will have an additional $2 million for overtime. The money will be split between incidental and court overtime.

    Matt,

    Please keep us posted on whether or not you see an increase in membership. See if they put their money where their mouth is or if its business as usual where they want something for nothing.
