I would consider "non unit employees " every member of the represented agencies. I tried looking at the actual bill but couldn't locate what Matt stated about the non unit members being specified.

Here is the skinny
Majors and about all receive the same pay as everyone in their rank classification.
Col - 129k
All Lt Cols - 120k
All Chiefs - 110k
All Majors -100k
Capts -
The lowest paid Capt. - 75k
The Highest Paid Capt. - 100k
Lts -
The lowest - 54k
The highest -94k
As you can see, Lts and Capts are also suffering pay compression because most of them were troopers when there was no pay raises and came on FHP after the step plan ended in 1990. Those high paying Lts and Capts came on when they were benefiting from the step plan (all 12 steps).
I do not remember which Col it was, but I think it was Hall that gave Majors and above a pay raise so they could all be whole and make the same pay within their same rank.
I agree that those Capts making 25k more than the lowest paid Capt., don't need a pay raise and those Lts making 30-40k more than the lowest paid Lt do not need a pay raise.
We have Sgts making almost as the lowest paid Capts and we have Sgts, Cpls and some troopers making more than Lts.
Those are the facts and I would suggest that you do your own research to verify what I posted and don't spread misleading information. In other words, don't make stuff up.

How about you post a list of all supervisors, Capt and up, and their pay for the last 8 years, then lets do the same for all troopers, officers, etc. that have been in the same rank for the same period of time.
I bet you don't want that information out do you overpaid Capt.
I am gonna cry, the Lt. Col makes over 100k, captains making around 70k, yeah we need to feel sorry for those wastes of space.

The other officers with the other agencies may paint a similiar story. How about FWC having half as many officers, but roughly half as many line of duty deaths. Oh, what is that you say, that is the same ratio. How about most of the SO's have less then 8 line of duty deaths, I guess their jobs are not dangerous either.
