    14th Amendment

By immediately proclaiming that Ofc. Gilbert was guilty of "excessive force" after watching a video of the arrest Mr. Barwin bypassed the Due Process clause of the 14th amendment. So much for fairness and professionalism. He also made it much easier for anyone to sue the City. What is the need of an investigation if the City Manager blurts out a summary judgement?

Soon to be Chief "Call me maybe" Dipino whole heartedly agreed with the City Manager without an investigation. It is not the first time she has violated the constitutional rights of an employee. Apparently the remedial civil rights training she was forced to take by a federal judge some years ago has worn off.

Mr. Barwin appears to be a experienced bus driver, having thrown Ofc. Gilbert under the bus and then backing over him. Obviously, Barwin and Dipino don't feel that the constitutional princple of "Innocent until proven guilty" applies to SPD officers.

Apparently, you don't read LEOAffairs very often. Officers, Deputies, Troopers, and Admin are routinely declared guilty of all kinds of things on here without any type of actual charges being made, only anonymous accusations.
