U.S. Department of Justice coming in?

SPD kept secret the existence of a second video showing one of its officers punching a suspect in the head numerous times at a Main Street night club.

Police officials withheld the information about the second video from the City Attorney's Office and a circuit judge, court records show.

“With the number of incidents I have read about in the newspaper, and the way they have been handled the last couple of years, it's only a matter of time before the Justice Department is in here doing a civil rights investigation,” Snyder said. “It will cost taxpayers more money, a lot more money.”

The city commissioners approved the zoning for a new P.F. Changs close to downtown.

Good deal on the vote for PF Changs. However, since there are only 5 commissioners, how come there were 5 1/2 votes for it? Is it possible for a commissioner to count for more than one vote?
