Buy another IP tracer dipshit because I'm not TL Frey or the others you listed. In any case TL Frey has it right. The SAO decides who to prosecute and not the CCSO and I think God for that. The Sheriff can only arrest somebody if he has probably cause that a crime has been committed. It's up to the SAO to take the next step. If they don't they go free and the Sheriff can't do jack crap about it.
If you don't like that system go to one of the third world countries Sapp just came from. There you will find the Judge Dread kind of justice system you seem to think exists here. You will be judged and prosecuted on the spot.
