    314,363 from school districts
    143,876 from counties
    136,223 from state government (??? about 1000 from FHP ???)
    29,569 from special districts
    19,715 from community colleges
    15,551 disabled retirees

    School districts and counties have a total of 458,000 members, which dwarfs the states 136,000 members, of which only around 1000 are of FHP. State government is only about 20% of the FRS total and FHP comprises way less than 1% of the FRS total. There is power in numbers -- or there is a lack of power in a lack of FHP employees. FHP is sooooooo tiny that it is impossible for it to have political or legislative power to influence FRS policies.
