    Sheriff hires controversial FDLE agent
    The Monroe County Sheriff's Office has hired a former Florida Department of Law Enforcement agent who resigned this month after pleading no contest to a misdemeanor petty theft charge.

    FDLE Agent Vince ****** started as a road patrol deputy on Wednesday, sheriff's Col. Rick Ramsay said Friday. ****** was hired with a starting annual salary of $40,660, plus benefits, Ramsay said.

    ****** claimed a homestead exemption on his Big Pine Key home while renting it and living on Florida's west coast, and initially was charged with providing false homestead information, a first-degree misdemeanor, and grand theft, a third-degree felony.

    Circuit Judge Mark Jones last month withheld adjudication on the theft charge, meaning ****** emerged with no criminal record. A charge of providing false homestead exemption information was dismissed as part of his plea agreement.

    "I think he is remorseful for his actions and has stepped up to the plate to take responsibility for it," Ramsay said. "He has a lot to offer and the Monroe County sheriff's road patrol will definitely benefit from it. He will be an asset to the road patrol. ... Everyone deserves a second chance. In the past, we have worked with him on tons of joint investigations. He has worked homicides and drug cases."

    Ramsay said he did not think ******'s record would affect his credibility in court.

    ******'s state law enforcement certification is under review by the FDLE's Criminal Justice Standards and Training Commission, however. If the board revokes the certification, ****** cannot be a deputy, Ramsay said. Assistant State Attorney Mark Wilson, who did not make relinquishing his certification part of the plea agreement, said he would be "surprised" if ****** didn't lose it as a "collateral consequence."

    "Theft is the quintessential crime of dishonesty," Wilson said.

    ******'s case before the Criminal Justice Standards and Training Commission is still pending and hearing date has not yet been set, a FDLE official said Friday.

    Ramsay said ****** approached Sheriff Bob Peryam about becoming a deputy, and Peryam and Ramsay discussed his possible service to the Sheriff's Office.

    Ramsay, a candidate for sheriff, acknowledged that ****** contributed $100 to his campaign fund, but said that did not influence the agency's decision. Ultimately, it was Peryam's call, but Ramsay said he did not object to it.

    ****** was out of the country Friday and could not be reached for comment, Ramsay said.

    The FDLE began investigating ******, its special agent in charge of Monroe County operations, in April 2010 after receiving a complaint that he lied to the Monroe County Property Appraiser's Office during two previous investigations into his homestead exemption claim. The property appraiser's website shows ****** has claimed a $25,000 homestead exemption on the home since 2003.

    He had been reassigned from the agency's Key West Field Office to its Fort Myers Regional Operations Center in July 2006. He worked in Fort Myers until he was reassigned to the Marathon Field Office in May 2010. ****** lived at three residences -- two in Cape Coral and a third in Punta Gorda -- between July 2006 and May 2010, and not at his Big Pine Key house, according to the arrest warrant.

    It was during that period, the FDLE alleges, that ****** rented his home on a weekly and monthly basis. The warrant states the "homestead exemption ****** received equals an amount of at least $5,918 in taxes due that were not paid to Monroe County, Fla., thus constituting grand theft from that entity."

    ****** allegedly rented the home to fellow FDLE agents in 2007, and that same year contracted with Florida Keys Vacation Rentals to rent the property to others. He reportedly terminated his rental agreement with that company in December 2007.

    Somebody might also want to interview the rank and file Sergeant’s and above, who have been cordially invited to donate to Ramsay’s campaign if they want to keep their jobs should he win. And they are all expected to attend his public events if they live in the the general area. There is also speculation that he is using a truck kept on his personal property, that was funded through a federal grant, to campaign with while in “on duty” status; however, other current or former employees that are running for sheriff are being watched like a hawk. Also, ask the MCSO leadership about the shakeup and dealings with all the communications center staff in Marathon this spring after its previous supervisor retired. Time to let some sunshine in the MCSO!!

    Jake Brady and Bill Grove are running against him in the Republican Primary. Then there is Democrat's Tom Peteck and Matt Koval. Both running in the Democratic primary and eventually in the November election. I have heard from several deputies and retired officers that Ramsay is hated within the Sheriff's office as well! This election is about the peoples choice not the powers that be!

    This former "TOP COP" lied 4 count them FOUR Time to the county about his homestead status. Do Nothing WARD also a former COP let him out of the FELONIES and slapped his hand with a misdemeanor and let the adjudication be withheld. ALL BACK ROOM DEALS. Now BOASTFUL EGOTISTICAL I'VE GOT YOUR VOTE RAMSAY hires him. Don't think for one minute it's Peryam running the show. Peryams not even in town. I know I tried to call him at his office, it seems he is not in the area or available. This town is so corrupt with TOP COPS doing each other FAVORS. Ramsay wants to give people second chances? then open the cell doors. NO I didn't think so. This WIENER TOP COP must have something on MCSO HEADS COPS in order to get hired. Maybe RAMSAY hired him so WIENER would keep his mouth shut. I think Monroe County residents should write the COP REVIEW BOARD and complain about Wiener getting to keep his COP CERT and deal out tickets to we citizens he has stolen from. ****** should be run out of town... OH wait this is Monroe County where the TOP COPS LIE, STEAL and COLLUDE together. What Scum we are paying to protect us. We'd be better off with the wolf. RAMSAY you lost my vote, my families vote and my friends votes and anyone else I can tell my opinion to. I'm so sick of the kind of corruption we see pouring out of our pubic offices.     Most prosecutions end in plea deals. Someone without a criminal record usually gets a decent plea deal. Police and prosecutors usually overcharge in order to get the person to plea to what they should have been charged with in the first place. In this case, people were not willing to testify which was not any prosecutor's fault, much less that of Dennis Ward. When you have a case that is going to be hard to prove, a plea bargain is the usual course of action. Although I don't think Wiener should have been hired here and posted that far previously, I don't think anyone deserves to be persecuted by public witchhunts.

    People make mistakes, but in this town, it's the rock-throwers who are the dirtiest and yet the demand blood from their brother. When did we get so judgmental and extremist down here? I for one am happy to see an individual make right, pay his debt and get back to living a productive life. You don't know how sad it is to see our jails full of people don't need to be there.

    Vince is a good officer, and people make mistakes. Where did the term "honest mistake" come from? Also, what ever happened to agencies (ie Property Appraiser) imposing their fines and policies? Does every blunder over $5000 now make one a "criminal"? I think not. The proper thing to do would be to make him pay the fines---make good--and let Vince get back to catching the real bad guys.

    Florida is nationally known as a place where rogue cops can always get a job. The excuse is usually "We're a small town/county and we just can't afford real background checks". But here in Monroe County, bad cops who have even PROVEN their lack of integrity (this guy KNOWINGLY lied repeatedly, the result being theft FROM THE REST OF US TAXPAYERS) are welcomed with open arms. THIS IS A DISGRACE. IF HE LOST HIS FDLE JOB FOR THIS CRIME, HE SHOULD LOSE HIS CERTIFICATION.

    A KW police officer known as Bull was fired for snuggling his bald head between the breasts of a Fantasy Fest celebrant, in uniform and in a squad car, as I remember it, and of course, having his picture taken. Well, in the Keys, law enforcement always takes care of their own. Once fired, he was snarfed up by another law enforcement agency.
    These people will do anything they can to take care of their own crooked lot.

    Before you slander people, make sure you have you facts straight. It was 1999, It was not Ofc. Bulnes, but rather a guy named Nathenson, who was fired promptly and hasn't worked a day in LE since.

    I think it takes guts for MCSO to hire this experienced law enforcement officer. People make mistakes and have an uncanny ability not to do it again. I hope he keeps in mind how fortunate he is to still have a career in law enforcement. Best of luck officer!

    I could see him getting hired in ANOTHER county somewhere, but hired by the sheriff in the same county where he cheated on his property taxes and got fired from FDLE? If a law enforcement officer does not have a high degree of personal integrity and honesty, then he has nothing. He certainly doesn't deserve to get hired locally of all places. One has to wonder if the Sheriff has any integrity himself?

    Not only did he get a deal from State Attorney Dennis "No Deals" Ward (saving his law enforcement certification). He was pushed out of FDLE, only to be hired by the outgoing Sheriff for roughly the same thing he was paid at FDLE. On top of it, the Sheriff's groomed heir apparent, Ramsay received campaign contributions from him. Don't fool yourself, if Ramsay becomes Sheriff, ****** will not be a road deputy for long, instead he will be promoted (which does not require time in service or testing) to likely Ramsay's current position or equivalent at MUCH more than he was making at FDLE. So instead of the state paying for this proven crooked cops salary, now we citizens of Monroe County have to pick up the tab on this suck. Man I can't wait to get in the election booth! I just hope the rest of the citizens of Monroe County are paying attention.

    Jesus faced a mob that was eager to execute a woman caught in adultery.     You are correct - when accused of lying oith another woman's husband, prior to her being stoned to death, Jesus stood in and said "If ye be without sin then be first to cast the stone" BUT he didn't say...Oh and women gather your husbands to enter her home without looking at them and without further punishment to be feared. That would have been foolish. In other words, he forgave the sinner, not the sin, and certainly wouldn't suggest tempting the woman any further or expecting the women of the village to trust her. Turning the other cheek is not the same as turning a blind eye.

    Congratulations to the two command officers that have the courage to do the right thing. Can someone tell me who else has been prosecuted for a BS charge like the FDLE guy was?? Dont know him but why was he targeted?
    Finally a couple of guys with a set....Impressive. Rick has my vote.

    Really Lou, who really believes Ramsay and Bob are the forgiving type. Maybe the six employees they fired last year for much less. Hire him if you want but follow your own policy. Why not wait til your sure his certificate will remain intact. Why because your policy and rules aware only for he regular people. Not your friends. Why don't we ask Koval or peteck how forgiving Ramsay and Bob are, or any of the other employees they bully and threaten. But the person that wrote that comment knows all of this. They just don't want the public to know.

    This cop steals, lies and gets a plea deal. That's Awesome. But how in the world did he pass the extensive background check? I highly doubt we could apply for and get a job as a deputy anywhere if we were found guilty by FDLE for using their vehicle, their gas , their toll responder, all while on duty, to take trips to nude resorts. Not once but several times, and taking his girlfriend with him too . Oh yeah the criminal charges, he filed a false homestead exception and the grand theft charges.I'm sure FDLE would be willing to confirm.For all those brown nosing Ramsay, all for nothing, Vince ****** will be his undersheriff.Lets see Does Sandra Downs ring a bell? That along with much more is what he has on them.Vince was in charge of FDLE when she filed a complaint on Peryam with FDLE.Vince bragged about making the investigation go away, just like he bragged about visiting nudy resorts and renting his home while he was living in ft myers. Then don't forget his other half Shannon Davis, how did she pass the background, another favor?They most likely already got it approved for him to use his sheriff's car and gas for their trips to the nudy joints, and they'll probably get paid to, maybe they can say it's training. Favors have to be endless to cover ...I will share more in due time.

    To the citizens that I and my fellow officers serve, please realize the majority of us did not support( no one asked us anyhow) the hiring of VW. In fact we feel it dishonors us all.

    You have a chance to make a statement about cronyism and bubbaism in you sheriff's office. Vote the *******s out on November 6th. I plan to.
