    PORT ST. LUCIE — A Port St. Lucie police officer Thursday was arrested on rape and "object sexual penetration" charges after being linked to a sexual assault that happened while he was in the Navy, according to an affidavit released Friday and an official.

    Steven Binsse, 27, was arrested at 3:40 p.m. Thursday by police on the felony charges connected to an incident that happened in Virginia, according to an affidavit and Ed Buice, Naval Criminal Investigative Service public affairs officer.

    Three others also have been arrested, according to an email from Buice.

    Records show the offenses happened on Sept. 6, 2005, about two years before Binsse joined the police department. Binsse's indictment was dated July 20.

    "The incident came to light in 2007 when one of the suspects tried to develop a roll of film containing images of four men sexually assaulting an unconscious female at the Navy Lodge in Norfolk," an email from Buice states. "All of the men were sailors at the time of the incident; two have since left the Navy."

    Officer Tom Nichols, Port St. Lucie police spokesman, said Friday that Binsse is on administrative leave without pay. Nichols stated Binsse was hired in October 2007. Nichols declined further comment.

    The woman identified as the victim wasn't aware of the assault until NCIS officials interviewed her.

    "She was able to identify at least one of the sailors — who was reportedly her boyfriend at the time of the attack — and over the years NCIS has been able to identify the other three suspects," Buice's email states.

    Buice's email states Frederick Jovan Ford, Rizwan Danish Khan and Dante Diniz Ruiz have been charged with rape and that Binsse was identified as the fourth person. Information about Ford, Khan and Ruiz was not immediately available Friday.

    Binsse was listed as a fugitive from justice and is being held without bond, a St. Lucie County jail official said.
