    John R. Williams, the lawyer for the black Connecticut troopers coalition called the situation "defacto racism" because he believes that by picking applicants with higher scores, the system is "racially exclusionary.""(Danaher) knows that his people have decided that a passing score is 65 and knows that if you limit it only to those who score 86 or above, you cut out the vast majority of the qualified African American applicants," Williams said.
    so basically john williams is stating that some black people that apply to the connecticut state police are not very intelligent and do not make high scores on the state police exam, therefore they deserve a job with the conneticut state police, and somehow by forming a coalition, the outcome will be to hire less intelligent people, I will never understand, and I hope all agencies in CT are not like this

    Don't all law enforcement agency attempt to recruit the MOST qualified applicants??

    Is this just a manifestation of the "dumbing down of America"?
