When you think about it, the ABT process for selecting a Director is one of the most complex (outside of the NSA or CIA) appointments in government. An ABT Director must be approved by:
The Governor
The Governor's financial backers
The Industry
The Hotel & Restaurant Association
The Republican Party power brokers
Friends of "all the above"
Relatives of "all the above" who think they have something to offer the agency
The High Council of Former ABT Directors
The High Council of Government Consultants
The High Council of "What's In It For Me"
The High Council of "What's In It For Us"
The Exhalted Ruler of the Royal Imperial Order of Chipmunks

There are probably others that will have a say, but notice - the current ABT people won't have a say, nor will law enforcement in general. I'm not so sure that isn't a bad thing.

Don't forget it will never be someone who worked as an agent and keep complaining about it.
