    Hiring / Promotional Freeze

    Per the City Manager:

    "Due to the City's economic concerns, I am instituting a hiring and promotional
    freeze until further notice. This hiring/promotional freeze must be strictly adhered
    to unless express written authorization is obtained from me."

    I guess they can take their time grading the Sgt's exam now. And by economic concerns he means they need to pay for a parking garage for the Marlins. I guess the stabilization is really dead now.

    Read:

    Due to the City's economic concerns, I am instituting a hiring and promotional
    freeze until further notice. This hiring/promotional freeze must be strictly adhered
    to unless express written authorization is obtained from me.
    In accordance with Civil Service Board Rules and Regulations — Rule 7.3 Duration
    of Registers, "... Whenever, for economic purposes, the City Manager by
    memorandum delays the filling of a promotional vacancy, the life of the subject
    register and all other promotional registers affected thereby shall be extended for a
    period of time equal to that time occasioned by the delay...."
    The City will honor any written offers of employment dated prior to the date of this
    memorandum. Also, the City will complete the processing of new hires already
    scheduled for post-employment offer medical examinations.
    Thank you for your attention and cooperation in this matter.

    This does not apply to police and fire and any grant filed positions

    You are wrong. The previous memo allowed for those exceptions. There are no exceptions to this new memo dated May 7th.
