    He's a detective (as the Chief stated, normally not in uniform) with a detective's badge. You're probably used to seeing officers in uniform with their silver badges (with badge number) or corporals in uniform with their silver badges (with full color city seal in center). Of course, a lot of the cops have been wearing their Super Bowl badges too, so anythings possible.
