    VERIFIED COMPLAINT FOR WRONGFUL DISCHARGE
IN VIOLATION OF WHISTLE BLOWER'S ACT OF' 1986

Chuck Drago improperly granted an interview and improperly hired Ken Staab, aclose personal friend. Staab did not meet the agency's established minimum requirements for hireand therefore did not meet the agency's pre-established requirements to be interviewed for theposition. In early September 2007, Drago ordered Chief Willa Beckley and HOUGLAND tointerview Staab. The interview panel consisted of Beckley, Major Pat Roberts of ABT and Drago.Hiring decisions are made based upon majority vote. Beckley and Roberts voted to select anothercandidate, but Drago voted to hire Staab. Drago asked HOUGLAND his opinion of Staab.HOUGLAND told Drago that Staab did not meet the qualifications for the position and he indicatedto Drago that Drago was circumventing the hiring process. HOUGLAND refused to sign off on thePersonnel ,{ction Request approval form for Staab's hiring and to place Mr. Drago's name on theform as an approver.14. In early August, 2007, HOUGLAND met with Ron Russo, Agency InspectorGeneral, and informed him of Benson's and Drago's violations of law, mismanagement, andunethical behavior. Russo failed to investigate these claims

While it sounds sensational and scandalous the truth is this is nothing new. It has taken place in every administration since 1933. This particular story does serve to illustrate how the Great State of Florida conducts business. It won't ever change, because it can't change. Florida's system of government would collapse without political patronage. Some administrations have been more covert than others when it comes to dealing with the politics however.

I was no Myers fan...but didn't Hougland do the same thing to Myers when he was chief. He fired Myers and brought in his good friend Beckly. Didn't he know when he took the job as director that he was an "at will employee?" Thinking of him and Beckly returning makes my head hurt. :cop:

apples and oranges...Myers' fate was sealed long before the Dr. arrived for reasons that are well known to most. He was not fired to make way for Beckley, and she was appointed. So here's the difference...if Dragoon had simply hired Stabless without going through the open-competitive process there would be no issue. Happens all the time and is completly legal. But that didn't happen. Stabless' application was DQ'd since he did not meet the minimum requirements established for the position. Dragoon said interview him, so he got an interview. The majority vote of the board was for another candidate. Dragoon said hire him. But for the Dragoon's involvement, Stabless would be jobless.

There must be some problem with Drago. Even his handpicked Director and Chief keep applying for jobs.

Hognose and Buckle were the same no matter how you put it, she got the job because of who the director was at the time. Not to mention that little turd wanting 5 Majors so he could be called Colonel, what a joke. Here we are ready for the cutting block and we have the good old boy system alive and well in Florida. Simply put, we all need to be ghost and stay out of the headlights, we need to worry about ourselves and our families. It is about time we start throwing people under the bus who are nothing more then warm bodies with a pulse. People who don't work and find every excuse in the book to not have to do anything. Agents who abuse perks we have like off duty. If you purposely inspect a store that is next to where you have off duty just so you don't have to claim milage.. SHAME ON YOU! It just goes to show what kind of agent you really are, un ethical, no better then the people you ***** about. As far as I am concerned, if you are not with us, you are against us and you need to go.

In case you haven't noticed, all sworn Directors of SLEAs have the title of Col. Just ask Jerry. 5, 3, none...it doesn't matter...they're all Col.s.

Check again slick, for you to be called a Colonel in the state system (and be recognized as one, not just call yourself one) there must be 5 majors beneath you. If thats not the case why isn't the current director being called a colonel.. maybe because there are only 3 MAJORS !!!

Why argue? Just go with the flow...

Maybe you are right, maybe you are wrong, but why did he make 5 majors, when we really don't even need 1?

I don't think there is anything in statute or DMS rule that prevents the director from referring to himself as general or even supreme commander. He (or she) can buy a uniform and pin five gold stars on it, if that is their desire. It is a working title and nothing more. Just like law enforcement investigators are referred to as special agents in ABT. They could change our working title to detective if they wanted to. It has been investigtor, beverage officer, beverage agent, senior agent, you name it. It doesn't matter.
