    Could be, but I think we're splitting hairs. And has anyone noticed that the incumbent's hair is getting darker???? Or is his scalp getting a deep tan???

    Speaking as a retired commissioned officer, the ranks of Major in the Air Force (O-4), or any other branch of the service, are a dime a dozen. And seeing that David Morgan retired after only twenty-one years only means that he was not up for advancement, which means his only realistic choice was to retire. Since when do they give O-4's control of a $110 million dollar budget as he stated in his qualifications? The answer is they don't. That type of budget is handled at a much higher rank that O-4. And since he stated that he was DEPUTY Chief of Police, means he was second in command. They don't give budget control to those either. And David Craig can't comment on this because he has never been in the military.

    That doesnt mean he will not comment on it... It just means he will make up whatever he wants and will call it a fact.

    Wait guys. You cant say that they did not give him that control. Our CFO controls way more than he would at an agency run correctly. We have civilians in charge of sworn we have a number two guy (literally) making decisions that car 1 should have made.

    The military is not run like a civilian agency. The budget he spoke of was probably decided on years before Morgan was transferred to his unit. And it was decided on at a higher level than O-4.
