    TAMPA - A former Hillsborough County detention deputy who was seen on video dumping a quadriplegic man from his wheelchair at Orient Road Jail on Jan. 29 has entered a pretrial intervention program today that will result in charges against her being dropped.

    Charlette Marshall-Jones has 18 months to complete the program, which includes 100 hours of community service working with disabled patients at Tampa General Hospital. She also has agreed to permanently forfeit her law-enforcement license.

    Assistant State Attorney Pam Bondi said Marshall-Jones faced a serious charge: abusing the disabled, a third-degree felony that is punishable by up to five years in prison. It was the victim, Brian Sterner, who suggested the intervention program.

    "His only request was that she perform her community-service hours with the disabled," Bondi said.

    Pretrial intervention programs are fairly common for first-time offenders when the victim agrees.

    Michael Maddux, Sterner's attorney, said Sterner recognized Marshall-Jones had done a lot in her career. Maddux said Sterner is not a vindictive person and is fair-minded.

    "He wants her to have greater awareness," Maddux said. "She will actually have a greater appreciation of what the disabled face on a daily basis."

    Maddux said Sterner will not be speaking with the media, in part because he may be pursuing a civil lawsuit.

    Marshall-Jones' attorney, Norman Cannella Sr., said his client will not make any statements to the media and that this is a just conclusion to the incident.

    "She's happy that this matter is concluded and happy to move on with her life," Cannella said.

    Marshall-Jones is a 22-year-veteran of the sheriff's office.

    A month after Sterner's complaint and a string of other abuse allegations went public, Sheriff David Gee created an independent review commission to examine the inner workings of Hillsborough County's jail system.

    Sterner most recently was in the news because of a criminal complaint in April alleging he poured liquid bubbles on a neighbor's vehicle.

    There had to be more to the reason he was dumped from the wheel chair,
    I heard TPD told her he could walk.
    He is not a quadraplegic either! His own neighbors think he is an a--, so what does that tell you?
    All he's out for are the bucks at someone elses expense, it's easier than working for it like the rest of us.

    She is a good person who made a mistake. One second decisions can have life long implications. She has lost her career, will have to wait for age now to start collecting her pension and has been shamed all over the nation. So add it all up she is probally out 300K easy,shamed to ,death and has to complete the diversion program...I think she has gotten more punishment than she deserves. Let her move on with her life now. [/quote]
