He returned last week to become supervisor of the county's Public Safety Communications Center, which handles 911 emergency calls.

The move was part of a broader reorginization as the agency looks to cut positions and the budget, spokesman Lt. Chuck Lesaltato said.

The proposed cuts, which are still under consideration, include eliminating Bell's old position, Lesaltato said.

Bell, 46, a Republican, left the race for sheriff in January, saying in a short email to supporters that he quit for personal reasons.

Welcome back Jeff. Thank you for returning and sticking it out for us. I would love to sit down and talk sometime, because I have a feeling that you are full of healing energy right now, and we need to share all that we have, all that we are, and all that we seek.

The position itself was cut because we don't need it, but PB is being given a payraise to captain's pay. It's still a savings.
