10. Paint all of the unmarked cars with the same invisible paint that Wonder Woman uses on her jet to make the parking lot look empty.

9. Hire a shoe shine person (homeless person works cheaper) in order to polish boots.

8. Hire Colonel Klink to inspect uniforms.

7. Contract the Libery City Jitney bus service to transport 39's to DCJ.

6. Sing "We are the world" at every roll call.
