    I dont know about counterintuitive, but the Division of Licensing came over from Secretary of State when it was disbanded. FDLE wanted it, but the legislature thought otherwise. They do however work closley with both Ag/Law and and FDLE.

    Hence the name Department of Ag and Consumer Services.
    The division of licensing falls under the consumer services umbrella, many different types of licensing, not just PI.
