I was going to hold my tongue, but you sir you are a friggin idiot or your name is Yetto( Same thing I know , sorry oxymoron)! The city did not take away the 13th check. The state would not allow it therefore the city could not fund it. Thanks to Jim Fisher for speaking up and coming up with the great idea to get everyone a COLA who only had a 13th check. Ask those people and see what they think! THEY LOVE THE COLA! It's better than betting on the 13th check!
So blame yourself for being mis-informed and by the way No One stood by!!!!
