Dispatch Background Question

Hi, I’m currently in the background process for a sheriff’s office in CA. I have 2 years of dispatching experience in another state. I completed my polygraph exam, received a conditional offer of employment, and took a psych exam. My BI submitted his background report to the agency a few days ago. I recently found out that the agency was also contacting my former agency regarding my personnel file as well as possibly my old training files. It makes sense for the BI to request this information but is it normal for the hiring agency to also request the information at the same time?
