It's just Amber and Ed looking out for Jack's interests in the city. She gave BS reasons for dissolving the city. Your department is top notch and the sheriff cannot do anything to better than you can. Yes he can offer more man power and specialty units, but they cannot offer the response times and personal touches that your department offers.

The only ones who are against dissolving the City of New Port Richey are the ones who stand to lose the most - the office slugs.
