by hiring these individuals through affirmative action, the corruption began with cuban police officers selling drugs and stealing from drug dealers. Later it would be known as the river city cops. They murdered their own cuban and colombian drug dealers. Equal employment opportunity commission (eeoc) decreed that in order for a police agency to be representative of the community it serves, 70% of its personnel must reflect the minority community it serves. In the case of hispanics, as of 2019, miami dade is 69.1% hispanic. This means 69x70=48% of mdpd should be comprised by hispanics. Whereas, 16,42% is black, meaning 11.2% should be black. Whites comprised 17% of m-d population, meaning they should comprise 12% of mdpd. Though if one were to closely examine the black representation, one will find it exceeds its 11.2%.
This meant our academy classes from 2000 to 2013 would reflect the majority of new hires were indeed cuban or white hispanic. This includes 3 to 5 black officers per ble. The white male and female became a minority. The cubans and other hispanics became the majority. Blacks did not benefit from affirmative action as the liar above stated. The cubans have benefited from wet foot dry foot to affirmative action, up to the population in the department must reflect the ethnic makeup of the county and city. After director parker made history and retired, a white male was again in charge as director loftus was appointed by carlos alvarez.
