Because spineless Spina & his Hillary Jr. power hungry unqualified HR bafoon won't let their left-wing Liberal beliefs accept defeat....she's made it publicly known that she hates Law Enforcement. However, unlike the Fire Department, we are hoping they shut down the PD so we can all go work at the Sheriffs Office and get treated with respect.
They’re not going to give up control of law enforcement in the city because Nocco is not going to listen to their liberal ways of management. A thorough cleaning out from city manager, HR Dictator, All PD ass men (Admin) and then maybe, things might turn around back to doing real law enforcement and having respect again.

The only hope for this agency is that the new city manager actually attempts to look out for the best interest of the agency. NOT looking out to have a puppet.
He hired from the outside in Dade City. Maybe he will realize what a mess we have here.
DB is an uneducated, no leadership having, cheating on his wife, incompetent, no experience having dork. He tried to leave like everyone else. However, he couldn't pass their physical fitness test.
He lied about his education and lied to so many community leaders and citizens.
Spina simply wants someone who will do EXACTLY what he commands with nor questions. This is why the last chief was ineffective.
When do remove Spina you will have to remove his side kick. This will cause an uproar in the black community. However, in time they will understand.
I think the first step, is to embarrass the city and the department by going forward with a vote of no confidence. If it passes, and it will, it will get significant press coverage. Then and only then will the city council be pressured by the citizenry to make change.
