Rambosk hired Carmine Marceno as deputy, yet Marceno never attended any academy, lied on his application and was never a Florida Certified law enforcment officer. It helped that Marceno's dad raised a ton of cash for Rambosk's first election. Time for Rambosk to retire.

Carmine Marceno was a summer park ranger in New York. Then he moved to Florida and joined Naples PD. Marceno failed the Naples PD entrance exam twice. As a political favor to Marceno's dad, Rambosk (who was leaving Naples PD to become Sheriff) then illegally brought over Marceno to the Collier County Sheriff's office, allowing Marceno to serve as a Deputy - without having Marceno a certified law enforcement officer in Florida. Rambosk allowed Marceno to illegally carrry a gun and a badge, but assigned Marceno to beach patrol and pubilc affairs. When Marceno realized he could not get promoted, but he was good a fundraising, he quit and moved up to Lee County to work for Mike Scott. Scott hired Marceno, even though Marceno never graduated from a law enforcement academy and never was legally allowed to serve as a deputy.
