Alabama Law Question

Can anyone give me information in reference to laws that deal with defrauding the elderly? My brother's in-laws just sold a 1989 F-150 and 2003 Jeep Wrangler (30,000 miles on it) to a neighbor for $3100. It is obvious that they are both of deminished mental capacity and they don't recall signing the titles. My brother is in the process of getting a power of attorney over them. They have contacted an attorney and the local S.O., they have also called the local D.A. in Brewton. I appreciate any help that anyone can provide. Thanks in advance. Sgt N.
