I am not positive but you may be referring to Officer Oscar Grumperson. He is a great guy but is often confused on whether he works for the City and its taxpayers or the angry drunken folks who get kicked out of City Walk. You can always check with his supervisors Sgt Cantankerous or Lt Melancholy if you would like to follow up. Hope this helps, have a swell day!!!
