Lack of leadership is what created this atmosphere , encouraging and favoring popular officers to throw brothers under the bus to get promoted is just one policy they have employed. Administrators are the ones who have created this environment , don't blame front line officers. Chief still dies not realize how messed up patrol is, poor supervisors, high call volume, inadequate resources or personnel to do job . Even rookie officers realize what a mess this place is and are looking for other jobs, turnover rate is at its highest, moral at its lowest.new chief for almost a year and nothing has changed for frontline troops. How do you promote someone to acting sergeant, then place him on administrative leave several days later? Example of incompetence or ignorance.
