Horrigan is something alright but I'm thinking more along the lines of a liberal idiot with a cell phone camera. I don't think it categorizes as terrorist acts of a dinky courthouse parking lot in Venice. It's not even the county seat curt house. It's an annex we should of let him dig himself a hole as the gentlemn was elderly with the handicap permit.

The bailiffs need some retraining on their responsibilities. Just like we tells the correction officers just because you wear a green uniform doesn't make you a deputy sheriff. Theirs a reason we call them court deputies or correction deputies. Know your roll and don't put yourself in a position to wear it will backfire.

Or, Maybe the guy with the Handicapped Permit was violating the law:

FSS: 320.0848(7) Any person who fraudulently obtains or unlawfully displays a disabled parking permit that belongs to another person while occupying a disabled parking space or an access aisle as defined in s. 553.5041 while the owner of the permit is not being transported in the vehicle or who uses an unauthorized replica of such a disabled parking permit with the intent to deceive is guilty of a misdemeanor of the second degree, punishable as provided in s. 775.082 or s. 775.083.

(8) A law enforcement officer may confiscate the disabled parking permit from any person who fraudulently obtains or unlawfully uses such a permit. A law enforcement officer may confiscate any disabled parking permit that is expired, reported as lost or stolen, or defaced, or that does not display a personal identification number.

See you went farther than me. Why bother the jerk with he camera is looking for confrontation. Tell the guy with the handicap tag. Big deal let him video wave at him and go about your business. The baliffs should escort the handicap guy into the courthouse and problem solved. The other jerk will scurry away just like a bug

This deputy actually did an amazing job, considering the circumstances. I probably would have demanded ID from the guy and/or detained him long enough to at least confirm his identity. Perhaps he wasn't breaking any laws, but with the info the deputies had at the time, I'd say they could have at least detained him long enough to confirm his identity while they investigated the harassment claim further (disorderly conduct or stalking charge). If what we see is all the guy did, then I wouldn't say he broke the law, but the deputies have a right/duty to investigate. If he refuses to cooperate, then I feel an arrest for Obstruction would be appropriate. Of course the media would slam it, the SAO would drop it, and he'd sue the SSO.

If he later killed the handicapped driver, then his family would sue us for not protecting him. We can't win in law enforcement.

After thinking about this for a while, I suppose the "correct" LE response would be to detain him long enough to reinterview the complainant. If a crime has been reported, then demand ID for the investigation. If no crime was reported by the complainant, then cut the guy loose. Of course, we in law enforcement never have time to think about things before we act. We are put into immediate situations and expected to respond legally, safely, ethically, & immediately. It's a tuff job.

I can't wait to retire.

I am very different than this a-hole...I was brought up very different by my parents...I would never, never, ever say..."I just didnt have time to F with the cops!!!" I also dont walk this earth looking for confrontation, like a-hole does...

While Baliffs deal with diffrent security and enforcement than a Patrol Deputy. So does Corrections,PSA,etc. Know your boundaries and dont put yourself in that position.. The problem is the Baliff deputy needs to know his or her boundaries especially when being recorded. Its a freaking disturbance at best. The deputy should of siad. Are you all ok? Once they said yes turn around and walk inside. Who cares let him video. If they guy questioned the handicap issue. Simply refer him to SSO main number end of story.

I'll take the abuse that comes with this but I'll be ready tomorrow for some more recording. I'm going to keep up on this "bounder" thing. It's pretty interesting. F*** the cops, Look I'm lawfully present, take your ID crap and cram it.

This is a quicky, I just couldn't f with the cops today, sorry.

Horrigan also sent me a copy of the harassment law in Florida, which states that Constitutionally protected behavior is not considered harassment.


We have a tough job. When I was being pushed to get more FIs, I went up to a citizen who wasn't breaking any laws and I tried to start up a conversation with him to get his personal information for the FI. He was walking down the sidewalk. He refused to talk to me unless he was under arrest and he kept walking away. Sometimes we just have to learn to grin and bear it. It's just a job.

In Horrigan's case, he was pissed off after the fact because the deputy said he was investing a claim of harassment from the other driver. Look at how we talk behind closed doors or when we x56 under a shade tree. Look at how we talk about the people that we deal with. Are we really any different than Horrigan? We carry a badge and a gun and he doesn't. Or now that we have CCW laws, maybe he is carrying a gun? lol

If all Horrigan wanted was a confrontation, then why did he immediately leave when the bailiff told him to take a hike? That doesn't sound very confrontational.

In 1755 Ben Franklin said, "Democracy is two wolves and a lamb discussing what's for dinner. Liberty is a well-armed lamb willing to contest the majority decision." Our founding fathers were geniuses for writing the constitution and bill of rights. Totally awesome.

Yeaa he was definitely scared, but he was already arrested one time by NPPD for filming an officer, so he was probably scared to get arrested for filming another officer, regardless of his constitutional rights. He obeyed the officer the 2nd time when the officer told him it was "wise" for him to leave, even if it was a public sidewalk. lol
