It is called micro-managing. You have Capt. and above trying to justify there jobs by nitpicking the small things instead of the things they need to manage. You have one superviser telling stay in the Ag scope do NOT mess with anything law enforcement, then you have training telling when something comes up deal with it. You have higher ups going on head hunts because you stand up for yourself. Then they find out they violated policy so they go after the officer. Oh and don't forget about one Capt. that makes up new rules as he goes along. That is just the tip of the iceberg.
