From the PBA Website:

Here are the questions from the surveys and the results from negotiations. Remember that we didn’t get everything we wanted and neither did the City.

Current health insurance costs for active members. PBA now will be a part of plan design and the RFP (Request for Proposal) process.

Health insurance upon retirement. Pending, see Kevin Durkin’s posting on wcfpba.org for details.

Salary. October 2006: 4.5%, October 2007: 4.0%, October 2008: 4.0%

Additional leave time. Floating holiday added, bringing the total to 12 paid holidays. Grandparents and grandchildren are now considered Immediate Family for bereavement leave which means 1 extra free day from the City.

Shift differential increases. Increased to $.80 for evening shift and $1.00 for midnight shift.

Compensation for on-call status. No change except overtime on 3 holidays per year if recalled to duty.

Vacation and sick time adjustment for 11.4 hour week. No change in calculation but requests no longer require 30 days notice and specifies requests shall not be unreasonably denied. Also, can take sick leave for any member of employee’s immediate household and 6 weeks for adoption of a child.

Donation of sick time to officers in need. No change

Increase minimum court time payout. Increased to three hours.

Transfers and assignments (procedures). No change

Grievance and disciplinary process. Will now be able to grieve pending files as a result of a sustained IA investigation. Longer time for members to file grievances and longer time for responses. More arbitrators to choose from. Member and their representative can review the complaint and all statements, regardless of form, made by the complainant and witnesses immediately prior to the beginning of an investigative interview. Entire portion of interrogations must be taped. 180 day limit on investigations.

Shift bid and seniority. No change despite City requests for either a 2 or 3 year bid. Senior pay need to maintain an annual performance evaluation average rating of Meets Expectations or higher.

Promotional process. Separate tests for Detective/Corporal, Sergeant & Lieutenant.

Pension enhancements. Pending, see Kevin Durkin’s posting on wcfpba.org for details.

Specialty pay (SRO, language specialist, etc.). FTO pay $230 per month. Motorcycle unit (full time) now $115 per month. K-9 and Mounted get $7.50 per hour 2007, $7.75 per hour 2008 and $8.00 per hour 2009.

Longevity pay. No change in yearly amount. Keep service weapon upon retirement. Tuition reimbursement now $1,700 per year. Life & Accidental Death & Dismemberment now $100,000 each ($200,000) total. Vest allowance of $400 for members that would rather buy their own ballistic vest. Safe driver day after one year with no at fault accidents or documented driving violations.

Overtime pay for special events. No change but Major Bennett said he was going to put it in the budget next year again.

Other (please write in your own issues of concern):

Labor Management committee will now have to meet MONTHLY to address general problem and safety concerns.

Membership meetings can now be noticed on the City e-mail.

Paddy wagon new specified as being equipped with police package.

I do not know the tally of the surveys, but here is the result of negotiations as it relates to the survey questions.
