Bob Pushkin was a public works employee who intermittently worked throughout the years and had a thorough knowledge of the intricacies of the pump station, sewer & water lines and alarm stations throughout the city. Mr. Pushkin employment was something of a mystery from the time that he came back to the NBV from a temporary work hiatus with FPL. Mr. Pushkin was eventually recognized by then city commission for his alleged years of dedication and service with an “Honorary Title”. That “Honorary Title" was “Assistant City Manager”. This title was bestowed on Mr. Pushkin without any authority, no pay increase, no administrative duties. It was simply a gesture of recognition by the commission for years of dedication and service to the NBV community. (see: Reflections on the Bay, Cory Gittner for published article)

The infamous Mr. Jorge Forte was eventually hired as the new city manager. Enter Mr. Jorge Forte’s cousin, Jenice. The new city manager hires his cousin to fill a position that doesn’t exist. So what you have at that time is 2 assistant city mangers, simultaneously.

So were finally left with a new assistant city manger position. Again a position created out of thin air by the actions of the former city commission acknowledging a public works employee with an honorary title as a recognition gesture.

We now have a perpetual shell game of shifting positions around the city. Legitimatizing and validating unnecessary administrative positions. Adding insult to injury, Mr. Pushkin’s employment was to the public works dept. He drove a NBV public works pick-up truck vehicle home as he lived in the city. He was on-call and responded to alarm station emergency activations 24 hrs. a day.

No disrespect to Mr. Pushkin however, he was never qualified to become any type of city administrator. He was a public works employee, he was recognized by the former commission with a honorary title, and that honorary title becomes an actual employment position?

There seems something mildly inappropriate about transferring a public works position to city hall, while promoting an unqualified employee to that same position.

That position is still with us today. An unnecessary position that was created and maintained, from a fraudulent transfer of a public works position to city hall by inimical former city hall administrators.

It may be a waste of the city's money because of the high stress demands of this little New York on the water. Remember, even the assistants need assistants. Either way this one was a phenomenal hire. The view is getting better and better. Lol.
