Sure there’s room for advancement since this is the most top heavy dept you have ever seen. One supervisor per 2 officers ratio and now they creating two more Cpl positions however you must be politically connected to the right people and as unethical as you can be to get rank as log as you have those you will be qualified

1) if you hate it so much, leave. Please, go.
2) if you don't work there, then you don't know that a new promotion system has been implemented by a committee of every rank in the department.

So from the above blogger you can see there are internal candidates who are not qualified to get promoted. You know lacking the elementary ability to know the proper meaning of a word like "log" when it should be "long". So opportunities abound! Join us we need help turning the ship.
