People must hold "reasonable expectations" or they are doomed to experience disappointments.
A city of people of supposed affluence that feel superior to others and treat the police as servants; a vertically challenged City Manager with a napoleonic complex and a police department run by NMB-PD rejects that never DREAMED of achieving the rank they now hold. This is to say nothing of a department that was staffed with every Gipsy cop in a tri-county area that ran out a few steps from being fired or disciplined.
To this you add the fact that the same human locus that destroyed the 163 Shopping Center have now set their sights on Aventura Mall and you can then understand the answer to your question.
It was a great idea in 1996; however, the implementation was, and still is, a disaster.

The problem is there are no real other malls that close so those committing credit card flock to Aventura Mall. Same goes for boosters and others who are large scale shoplifters.

Ummm....police are servants, public servants. If you don't like that fact, you are more than welcome to go get a job in the private sector or even better yet, go start your own business. Then you do not have to be a servant. Until then, you are one, like it or not.

The real problem with Aventura is that they hired too many panty waist cry babies. Too many idiots that couldn't fight their way from a wet paper sack and wouldn't know real police work if you clubbed them on the head with it.

We are all servants of someone or group; be family, etc. you took that one sentence out of context to make a useless point.
As far as your second sentence; that was exactly what the chief at the time was looking for so that all of those little useless puppies would wag their collective tails in excitement to be "Aventura's Finest"
