same as any relationship or workplace.

citizens did not come to cops aid, citizens now suffer

when shitty-managers only care about $$$ the citizens suffer.
It took the bad guys 12 months to figure out gables is easy pickings now.

things will get much worse with crime, good cops will flee to better jobs, citizens will move out
