If HCSO does a traffic stop on a motorcycle with no lights and the guy gets plowed 20 mins later should the family sue?

This mentality is a direct result of the micromanaging supervisors in this agency. The same ones that think if you make contact with someone and 30 mins later they commit an offense, the Officer is responsible for it.
