December's village meeting was interresting. Marcum auditors said the violations were in the report. City attorney said he told the village not to spend the money the way it did. Finally one resident asked then who in the hell signed the checks. City manager after a pause said, "I DID." I find it hard to believe that the entire village council did not read the Marcum audit report.
