Starting salary

I'm considering applying for OCSO. I'm certified and have 9 years experience. On the OCSO hiring website, it states that new officers start at 38k and laterals with 3 or more experience start at 39k. Is that accurate? I don't expect them to match the step at my current department... but that seems a little chincy. My pay would nearly be cut in half. Are there some hidden pay exceptions like night diff and hazardous duty that get factored in? Thanks..
