New Captains?

Just curious, browsing your website i noticed two of your captains were just hired from other agencies? Why didnt they promote LTS, and did this kill morale in the department to see new people hired and no promotions from within?

Can anyone tell us why Rich Carr left. Was it related to the shooting?

The chief was not happy with him and Carr saw the writing on he wall. Not to mention the redacted info about Carr in LCSO investigation questioned his credibility.
